One part I have a little issue with is the process as it relates to Auction sales. I think it is important to give a Buyer a UPI strike if they do not pay in 4 days. The new cancellation process will protect them against that if they request a cancellation on day 1 within 24 hours of the auction closing. If they do that Sellers have to take action on the cancellation in 72 hours or eBay cancels for them which does not let the UPI go into day 5 (96 hours + 1 minute or there abouts).
This new policy states they (eBay) monitor UPIs on Buying accounts but do NOT quantify that with a number of UPIs in any given period of time to effect restrictions.
-eBay should NOW add the number of Cancellation requests Buyers make in a 12 month period on their Feedback history just like they do for Retracted bids on Auctions.
-To be honest, it makes little sense to apply this new Cancellation policy to Auctions considering the fact that Buyers have the full Auction cycle to 1) consider placing a bid to purchase in the first place, 2) messaging a Seller asking to have their bid cancelled.
-If eBay were to add a UPI strike for Buyers who request an Auction WIN cancellation I would be good with that ...
What if a buyer wins an auction but doesn't pay and asks for a cancellation?
You'll have 3 days to accept or decline the cancellation request on an unpaid item. Cancellation requests for unpaid items will be automatically approved after 3 days if there is no response from you.
eBay monitors and takes action against buyers who habitually fail to pay. We proactively restrict such buyers from bidding. Don’t ship items until payment is confirmed, and ensure all communication is kept on eBay so we can assist if needed.

I have seen bidders with 500+ retractions in a year on their account and have no problem bidding on items I am bidding on.
And sellers rather don't care how many retractions a bidder had.
Or the sellers are not aware of what 'retractions' are...especially the new sellers.
My personal thought...my blocked buyer list will grow.

I have seen some high retraction counts too ... they go on my BBL. Some with really low counts I might give the benefit of the doubt considering eBay may not make it clear they need to message a Seller and ask that their bid be cancelled.
