Ten-Day 'Waiting Period' after Cancellation

A buyer, ignoring the shipping terms in my listing, bought an item knowing I couldn't ship to his address.  He contacted me after sending payment to say I was to ship to him either by UPS or FedEx, services I don't offer (I'm in a rural area and too far away from UPS and FedEx drop boxes or offices, so, unless the item is very large and/or very expensive, I only ship by USPS).  I had to cancel the order and refund him.  eBay tells me I can't re-list the item for ten days.  Why?  The buyer wants me to revise my terms so I can ship to him and, when advised the listing has to be idled for ten days, he offered no apology for his action.  eBay ought to penalize buyers like this who think the rules don't apply to them, not sellers like me who are inconvenienced by them.

Ten-Day 'Waiting Period' after Cancellation

Huh?? 10 day waiting period??

This has to be yet another "something new". I've never heard of that. Every cancellation I've had to do, the FVF was refunded and I was free to relist immediately.

Geez louise Ebay....

Ten-Day 'Waiting Period' after Cancellation

Yesterday a buyer contacted me to request I send an item to an address that was different than that shown on his shipping information and Paypal account. He said he had recently been hacked and his address had been changed. I told him I may need to cancel the transaction due to the address problem. In the meantime, get the address issue corrected so you can repurchase them when I relist.

I contacted ebay to get their advise on what to to. They fully understood my desire to cancel and advised I do so, and relist so the buyer could repurchase. No mention of a waiting period. Within a minute or two being off the phone, I cancelled. The 10 day waiting period message was displayed. I ignored it. I relisted and within the half hour the buyer returned and bought it, with his address issue corrected.

Apparently, the 10-day period is for other circumstances?    ???   I really ddn't read it. I eas told to cancel and relist. So I did.

Ten-Day 'Waiting Period' after Cancellation

Based on comments here, I contacted eBay again.  The representative to whom I spoke this time confirmed there is no waiting period, ten-day or otherwise.  I'd been misinformed by the representaive to whom I'd spoken earlier.
