PayPal changed the rules with no announcement. Used to be, if I had a refund, since I never keep a balance in PP, they would issue an echeck from my linked bank account. No more!
You must have $ in you PP account in order to issue a refund from EBay. Ebay does not help with their nonsensical error message.
So, put $ in your PP account and issue the refund per normal.

Did the buyer file a case in the Resolution Center, or are you trying to file a Cancellation and refund?

Buyer filed a case and returned. She was nice enough to pay shipping back, as it was the "wrong size."
After 30 minutes on the phone to eBay and PayPal, I found out it was due to my balance. PayPal said it takes 3-5 business days to transfer money from my bank. What?? Finally they agreed to give me a courtesy loan while they wait for the money to come from my bank.

Isn’t it nice they can make a change like this and not tell us? Especially when we have a deadline to make a refund? Good for you for forcing them to work with you.
