I sell about six items per year on eBay, usually over the course of a few months, and I don't keep track of the various eBay scams when I'm not selling. I sell the inexpensive items first and save the more expensive items ($200-$1000 or more) after I'm sure I won't make any listing errors and I've seen one or two scam attempts and have a better idea what to look for. I've never been ripped-off but I've had a few close calls.
I've received three Make Offers for two items within the last week (listing price below $100). The first had an account from Mongolia, although I restricted buyers to the continental US. I didn't respond to that offer. The second and third buyers only show "Based in United States". Buyer feedback scores range from 28 to 554 (all 100%). The most recent buyer has feedback from many sellers within the last 25 purchases they made, But the same four unique feedback messages appear on 17 of the 25 purchases. When I look at seller feedback for the last six months I see the same five feedback messages and I also see the same sellers using a different one of the same five feedback messages. When I look at the other two Buyers who have used Make Offer I see the same four "From Seller" feedback messages used by additional sellers. Is this expected?
Is there some kind of selling software that automatically selects seller feedback responses from a short list of alternatives or something?
Number of times each feedback comment (From Seller) was received over the most recent 25 Buyer purchases for one buyer:
5 x "Hope to deal with you again. Thank you"
4x "Great communication. A pleasure to do business with."
4x "Good buyer, prompt payment, valued customer, highly recommended."
4x "Quick response and fast payment. Perfect! THANKS!!"

You are already several steps ahead of other new or infrequent sellers because you came here to ask questions about something that looked out of the ordinary to you before going any further.
Fortunately that kind of feedback is standard and not something to worry about. A better spot to check than feedback received is the buyer's feedback left for others. That tab will sometimes offer insight if a buyer has a history of being a problem.
Do you mind if I make a suggestion or two about your listing?
First- you noted the condition as used, then stated the below in your description.
"Bare Tool - Does not include battery charger, battery, or case"
I suggest putting this text not only in the description, but also in the "condition field" that's on the listing form below Used. That will put it up front and center where buyers can't miss it... especially helpful for mobile shoppers.
Second- You accept 30 day returns but in your description state you will only accept returns for defective or inaccurately described items and that the buyer is responsible for return shipping.
This goes against eBay policy and cannot be enforced. Every seller is responsible for defective or not as described items and the seller is responsible for return shipping in that case. Having a 30 day return policy means you accept returns for buyers remorse and the buyer pays return shipping.
I'm letting you know since you said you're an occasional seller so you may not be completely up to date on policies. There was a change not to long ago where eBay started automatically accepting returns on behalf of sellers, so if a buyer files for remorse there is no way for you to decline unless your policy is "no returns."

Those are the eBay generated comments stored in the automatic feedback section.
They can be customized, but come with that bunch already there.

At one time Ebay had a list of generic feedback comments sellers could choose to use, either with or without using automated feedback. That's most likely what you're seeing.
I use my own comment - everyone gets the same thing.
