I sent an item (bracelet) to the UK through the GSP. Buyer claims the bracelet was stolen, there is evidence of tampering as the envelope clearly shows. ( He sent photos to me) This is a first for me, he actually was sure it was tampered with and he felt the envelope was empty, then he finally opened it and nothing was in it. This is a first for me, so how do the buyer and I proceed?

Since it was a GSP shipment, they handle it's insurance. The buyer has to file an item not as described case with eBay. eBay will then transfer the case to GSP.

It might not have been stolen. It may have come out of the envelope while going through the sorting machines along the way.
There isn’t much you can do at this time. If they open a case for item not as described, you will have to refund. There is no point to send a return label, just refund when the case is opened.

Thanks for your reply. So, are you saying just wait and see what the buyer does? Or should I just refund him anyway? How do I know he didn't remove the item himself? I guess in ebays eyes it doesn't matter anyway. The seller is ALWAYS responsible, no matter what.

So should I tell the buyer to open a case? If he tells them the item was tampered with, am I still responsible?

Since you shipped it via GSP ebay is responsible for any loss/theft/damage during shipping.
Have your buyer contact ebay with his claim.

Was there some sort of customs form? When I mail out to another country there is a customs form. Even to just Canada. Depending on the thickness of the envelope I would think it needs a custom form. One would have to declare whats in it. Its possible it was opened to see what was in it.
I sent something to Israel and it got returned to me. Israeli Post Office opened it and retaped it and I got it back. It was just an ordinary size envelope with stamps in it but it had been opened. I believe buyer had passed away and Israel returned envelope to me from a PO Box.

There are no customs forms by the seller with GSP, since the seller is only shipping to KY.
Ebay's GSP center handles any customs forms & the seller would not know what was or was not done in that respect.
OP, you are not responsible, since it was GSP, just tell your buyer to open a claim with eBay, like @simba6 said. Though I'm not sure if it should be an INR or a NAD. Wait for someone who is more knowledgable on that, to come along.
