People have told me that EBAY takes all fees out immediately in Managed Payments. If so, what is this one time payment for fees in managed payments all about?

Not sure what you mean by "one time payment". EBAY deducts fees & shipping costs immediately (balance is deposited into your checking account). Takes about 5-7 days AFTER purchase for money to show up in your account.
EBAY fees based on (purchase price + shipping + sales tax) plus 30 cent processing fee.

well guess what buyers, because of ebay's managed payments I'm not sending your product until the money hits my bank whether ebay says its paid or not. If i don't see it in my bank, I'm not shipping yet. I use to end listings on Friday but then that means if they pay on Friday, Im not going to see the money till 4 days later.
I have my shipping open for 5 days Until I ship. managed payments is the stupidest thing ebay has done to **bleep** with selers

The only 'one time payment' I know of is the constant 30 cent transaction fee. The rest varies... percentages of each sale.

If you are worried about payments hitting your account, you should educate yourself on how money flows, the security of ACH transactions, and how long it takes to move through the system. Things aren't really immediate, but a confirmation from eBay that your funds are on their way is all that you need.
All that being written, eBay lets you be your own boss - you decide how long of a handling time you need to feel comfortable that a payment truly is on the way.
How sure are payments? Well, if you go to a B&M store, and pay with credit card, do they ask to hold your goods before payment is in their account, or do they actually let you walk out of a store with goods that haven't really been paid?

I’m with u it’s complete **bleep** they hold our money now for days collecting interest off of it. The money used to hit PayPal instantly after the buyer paid. Just another way to screw the sellers. Also don’t forget if you have over $600 in sales you get a 1099 form so that u can pay taxes a second time on everything that you sell 🥵

Ayden is the payment processor, not eBay, so eBay isn't making interest off your money.
PayPal fronted you the money, even if they didn't have it from the credit card company. eBay isn't going to do that since they aren't a bank.
It takes time for credit card payments to process to get your monies. My longest was 2 weeks.
Each bank that has credit cards processes them differently. Some are quick and others take days longer before they complete the process.
