Hello ebay community,
Can I run a continual Buy it Now listing without maintaining a starter store? I have 1 item and the listing continually repeats.

With 1 or 2 items, you don't need a store.

Having a store is not a requirement. Depending on how you list and sell, sometimes having a store will save you money.
You appear to be a casual seller, you should be just fine without a store. You have [without the store] 250 free listings. So unless you plan on exceeding that, you likely do not need a store of any level. Except maybe if you sell expensive items because store levels of Basic and above give a small FVF discount.

All fixed price listings will run until either they are sold or you end them, regardless of whether you have a Store or not. Having a store has no effect on the listing formats that are available to a seller (auction, fixed price, Best Offer, variations, etc. etc.).

There's no reason for you to maintain a Starter Store. Starter Store doesn't even get the fee discount that Basic and above has. Keep in mind if you have an annual subscription as opposed to a monthly subscription you may have to pay an early termination fee.
You have 2 listings. One has been active since 2018 and one since 2020. What is the difference between the 2 items other than a very slight word alteration in title and description?
Items use same photos, indicate same measurements. They're even the same price. I can't tell the difference. If they're exactly the same item @artvideo1 , you may consider ending the duplicate before eBay removes it and gives your account a policy violation.
