I don't have a catalog for Great Britain.    

 

Apparently a commemorative series that started in 1967.    I see 100s of listings 

for them on ebay.

It's Queen Elizabeth.  I think the guy in the lower right corner is the founder of the Lions Club.

You seem to have part of a Machin Prestige booklet pane. Here's a picture of a complete one from a listing on eBay UK (it's one of an awful lot of variations in this listing). The variation is called "DX36 Brunel SG 1668r". I guess from the handwritten notes that it might be from 2006.

The date of issue 23rd February 2006.

 

 

ETA:  apparently, Isambard Kingdom Brunel was a British engineer who designed the Saltash bridge that is shown. I guess maybe the center image in the block is his portrait. He died in 1859, the same year the Royal Albert Bridge was opened in Saltash, Cornwall.
