I know that's a difficult thing to say, living in Canada and all... but I just got another winner today.
After some negotiating on an item that's on the US site, he buys it, and then asks for his invoice to be converted into Canadian dollars because he lives in Canada. I know I live in Canada too, but I'm listing on the US site, so everything transacts in US dollars. If they want to buy in Canadian dollars, they can buy something listed on the Canadian site.
This is in the same category as buyers in other countries contacting me to discuss deals in their currency (when I have no idea how much money that will be once it gets to my bank... eBay changes my US sales into Canadian currency for the bank deposit, that's how i set it up).
I told the buyer there's no need for invoices in Canadian dollars. Just go to check out, and if his payment source is in Canadian funds, eBay will tell him how much he's being charged.
That seemed to be the right information to share and maybe he didn't know because perhaps he never bought on the US site before, but he did go ahead and pay for his item without any further communication.

I've been an active seller for many years. This is not an issue I have ever experienced. You are absolutely right, there is a process upon check out they can utilize if they have a need to pay with a difference currency and the conversion rate fee is the buyer's responsibility. All purchases on the US site has to be paid in US $$$s. No exceptions.

My listing states that Canadian orders are shipped from within Canada (the purpose of sharing that is to let Canadian buyers know there will be no import duties or taxes because the items are with me in Canada... US bound items only ship from Niagara NY because they get transported there post sale).
It wasn't to invite all sorts of foreign currency to enter the equation. I don't want to deal in Canadian funds specifically because all my bookkeeping is in US dollars. We've got it sorted out to record all the US sales info and the last column is how much was actually received from eBay (post fees), because that's our net sale amount.
I got one a month or two ago asking to deal in British Pounds. They were Scotland Masonic Tokens, so I took it to mean he was used to dealing in British Pounds to buy them there and was looking for a comparable price to buy a whole bunch. I google searched the rate and told him "this is what I see the rate as being, therefore you are offering X USD for these tokens." Then I went with that.
I think one of the main reasons I get annoyed with dealing in Canadian dollars is all this back and forth conversion means I end up with less money than I anticipated.

The very few times I have bought something from a seller in canada, I paid in canadian dollars. I don't expect them to do anything currency-wise. Anyway, its not necessary, it will be converted at the exchange rate automatically.

I ship 20 or more ebay orders every week to Canada.
In 23 years selling here this has never come up.
