My postal lady who picks up my parcels told me, she's not getting credited on shipments, because they get paid by quantity of mail volume. She's a rural carrier, she said i need to use a scan form. Which i have no issue with.. Accept the scan form says "February 7, 2018, 4:38 pm
Shipment Received, Package Acceptance Pending " so i decided no i am not doing a scan sheet, well yesterday i figured i'd give it a trial run to see if really the post office wasn't going to scan the item.. sure enough my first scan was "February 9, 2018, 1:25 am
Accepted at USPS Origin Facility (was the sorting facility in tampa)
"
So now it's likely i will get a ding, as if i am shipping an item with a first scan at 1:25 am in the morning? i don't recall the cut off time, but i think it's before 1:25am no?
I will use a scan sheet again today, since if the local post office is refusing to scan packages, it's my only option of fighting ebay with a very early proof scan of some sort. i know i know. Triton has said that " Shipment Received, Package Acceptance Pending " will count as accepted, but i had an issue where it didn't last year, so i am skeptical to see if it really does count. I read somewhere that the only way this issue goes away is if the return address... is in the same zipcode as the shipping address. Anyone else here of this? I may have to open a po box at the local branch, versus the one next to my office, versus my home.

That's (part of) why scanning the packages is so important. If she doesn't have a SCAN sheet from you, she can (and should) scan the packages directly. I'm assuming here that you're not dumping 20 packages on her in one swell foop, because even though the scan process takes literally seconds to complete, it can add up for larger quantities, and she has a route to complete.
She's a rural carrier, she said i need to use a scan form. Which i have no issue with.. Except the scan form says "February 7, 2018, 4:38 pm

I got a bit lost in your description above, but basically any in-network scan should be considered a validation scan by eBay, and that especially includes whatever entry is generated by a SCAN sheet.
Triton has said that " Shipment Received, Package Acceptance Pending " will count as accepted, but i had an issue where it didn't last year, so i am skeptical to see if it really does count.
I agree. It seems like in some cases, the eBay code is actually trying to read the text of the tracking entry to see what it says (e.g. to see if the word "Delivered" is actually there). You'd think there would be a returned Status code of some kind internally, which would be more reliable. If the USPS suddenly decides to change the wording of their tracking entries (which they do a fair amount), I doubt that eBay is going to get the memo.
I read somewhere that the only way this issue goes away is if the return address... is in the same zipcode as the shipping address. Anyone else hear of this?
I think you're referring to the Ship from ZIP entry on the label, which is used to calculate the correct postage for shipment from that location, in case the return address on the label is for someplace else. Some clerks claim that it has to match their exact ZIP code so that they will get "credit" for handling the package, when in fact it's their scanning of the label that does it. (They should accept it if the first 3 digits of the Ship from ZIP match their own.) Thus a PO that can't be bothered to scan packages is doing themselves harm as well as the sender.
I may have to open a po box at the local branch, versus the one next to my office, versus my home.
I don't think you can mail from a PO box, can you? Not sure I see the connection here...
