So do you read this the way I do?

USPS First Class packages are increasing an average of 11.9%*

I read this to mean eBay does not have a 'discounted shipping price' and is only offering the same on-line discount /non-retail (commercial) that is offered in any of the shipping programs.

So do you read this the way I do?

Only way we will know is when the new rates appear or someone at eBay pipes up. I assumed that eBay is going to reduce the discount offered to sellers as they continue to look for ways to pad profits for shareholders. As a BV owner, it seems an easy way to pad the bottom numbers when sellers do not know what the actual contracted rate is with USPS.

Time will tell.

That has always been the case, with very rare exceptions (currently, a couple of international services). It's certainly true for the rates that we are currently paying for our First Class package labels.
