Slow delivery to an APO address was refunded. Item arrived, buyer wants pay. How is this handled?

The title says it,

 

Item was sent to an APO address, tracking showed it basically disappeared in California.  I figured lost in the mail or in transition to Military Post Service.  The order was refunded, the item has now arrived and the customer wishes to issue me payment yet I can find no mechanism within eBay to send her another invoice or request payment.

 

Please advise.

Its a problem due to the situation with shipping eBay has yet to solve.

They will have to pay you direct for the item as I can not think of a way to do so other wise.

 

The only other method on eBay I can think of is to list the item with a nuclear price and take an offer from the user. This of course has risk of Item not delivered due to you again must have a tracking number etc.

 

It is the best way for them to pay you and still include eBay.

You can have them pay you via Paypal..

You can send an invoice or just give them the total & the email address you're registered with on PP.

It might be possible to start a private auction for something like a USB flash drive for the buyer to win so that you can recoup some of your cost. Then you can mail the real flash drive.  If it gets hung up during shipping, no one would care this time, but hopefully it would eventually arrive making the transaction legitimate.

My understanding is that we are not allowed to share PayPal information for such purposes within the eBay message system.

It's fine as long as there is a resolved case-

It happened to me and eBay says once the case resolves they're out of it.

This was via the Concierge and they were more knowledgeable than most. 

They actually said it was up to me to pay the seller or not- I chose to pay them.. I think they should be encouraging buyers to pay if an item has been refunded for INR and eventually shows up but that's just my opinion. 

 

There was never an issue..

I believe as long as there's a visible resolved case & the party just wants to do the right thing, it's all good per eBay.

I told them to simply keep the item, that it was part of the gig lately to take a loss due to USPS not performing well.  I no longer refund due to slow delivery.  

The problem with charging them backwards is actually fear of a "chargeback".  Make sure you document it as already delivered with the tracking number.  

Whatever option you decide, you are offering good customer service, and that is amazing.  Great job.
