A buyer paid me for an item (3200$) and immediately sent me a message asking to cancel the sale because he bought the item by mistake. When I proceeded refund I found that my available fund at eBay become -432$
Why I have to pay fees for a sale cancelled by the buyer?

You will see they will get credited off.
When you processed the refund, you should have seen on your screen that they will be refunding the FVFs. Also you should have received an email notifying you of the refund getting processed and the details are in that email again.
You will be fine, just give it a little time to process. If it doesn't straighten out for you, come on back and we will help you get it fixed.

You were Promoting the Listing? What percentage were you paying in addition to regular fees?

The negative balance equates to 13.5% of the $3,200 sale price which is close to the standard FVF % eBay charges for most categories. At the moment there is a technical glitch that is preventing people from seeing sold items so not sure what the item was or as others have noted if you promoted the item.
When you "proceeded refund" did you actually issue a refund or did you cancel the order? If you canceled the order you should have been refunded for the fees. If not you need to contact eBay through one of the social media sites. If you refunded the $3,200 to the buyer it may not have canceled out the fees.
