I just bought a item a few weeks ago and all it says is paid no shipping number no saying its shipped and says arriving august 15th should i wait till august 15th or take action or something idk what to do since it dosent say shipped

There is no action that you can take before August 25, other than contacting the seller to ask for reassurance.

If the last estimated delivery date is August 15th, there is no action you can take until at least August 16th.

If it's been a few weeks ago and there is no tracking showing movement, you might contact the seller and inquire.  You need to understand that the seller is not required to reply to you nor is he required to use tracking or inform you of the tracking information.  If the estimated delivery date was shown to you in the listing, then you agreed that that date was okay with you when you made the purchase.

ALL buyers need to read eBay's Money Back Guarantee so they will understand their options if/when a transaction goes wrong.  Yours hasn't.  But now would be a good time for you to do that reading.

Go to My Ebay at the top of eBay pages and click Purchase History to go to your Purchase History Orders.

To the right of the item you will see something like the above.

Below the ORDER TOTAL (above it is $7.15) you will see symbols, either in black or grey.

The first symbol is "$" in black it means you have paid.

The second symbol is an envelope, in GREY it means the seller has not marked it as SENT.

in BLACK it means the seller has indicted IT WAS SENT.

If you hover your cursor over the envelope when it is black it will show the date it was marked as sent.

you will also see an "Estimated delivery" date, to the left of the image above.

If your Estimated delivery date is Aug 15; you should wait till then to contact the seller.

You might also go back to the original listing to read the fine print, the seller might explain their delivery method and why they have a one month delivery expectation.

Your English is a little confusing.

If the envelope is not black, then they have not indicated it was shipped.

Yes, they could have sipped it, and forgot to check the envelope.

In that case you may message them.

"My order indicates that the item has yet to be shipped. I am curious if you have had a chance to ship my item. Thank you." 

If the envelope is black, indicated it was shipped, there is nothing to do but wait.

Yes, the tracking number only populates automatically if you buy the label from Ebay.  The seller has to enter it by hand if bought it at a Post Office.
