I need to ship an item that has been paid for and at the time it was local pickup. 

How do I now send an invoice for shipping?

Two ways.......

One create a listing just for the shipping charges, send the buyer a link and let them purchase/pay.

or

Ask the buyer for their PayPal address if they have one and send an invoice from PayPal.
