Do I ship the item to a buyer even for f the payment is not in my PayPal account yet and send the tracking number ? Or wait till she/he pays first ?

Make sure you are paid first before you ship anything.

You wait until s/he pays. Don't rely on an email from PayPal--go directly to your PayPal account and confirm that the payment is there. PayPal emails can be easily faked.

Before shipping anything, always log in to your Pay Pal account to make sure the payment is there and and they say it's ok to ship.

Since you're a new seller, your payments will be put on hold, but you'll still see the transaction in your Pay Pal account.

I just had a thought. That’ll be the day if ebay eventually becomes so buyer biased that they want to follow what many non fast food restaurants do and force sellers to provide the service and ship the items (like many restaurants serve the food) before receiving payment from the customer.

Hey, that’s one way ebay can get a jump on Amazon.

Since you are a new seller Ebay has PP hold your funds for a period of time.  The policy link is below.  Just because that money is on hold does NOT mean your buyer has not paid.  The buyer has paid and you need to ship.  

If you use Ebay shipping to create you label, the shipping charges will be funded by the buyer's payment that is holding for you in PP, so you don't have to come out of pocket for the expense.

Now if you see no payment or payment holding in PP for the purchase, do not EVER ship that item until you have the payment in PP whether is it money held due to your new seller status or cleared funds.

Wait until item is paid, you can check your paypal account to make sure that payment has cleared, if it hasnt dont ship item.
