I sold and shipped an expensive pair of shoes. Usps tracking states delivered at door. Buyer never received the package. Am I the shipper responsible to refund buyer his money? Even though I did my part and shipped.

Since the tracking shows delivery you are not responsible to pay back the buyer. If they open a case then make sure you supply the tracking #.

If it was for the Nikes, where your sale was a bit less than $750, you're okay with Delivery Confirmation and you just need to upload your tracking number to the Item Not Received dispute (if they choose to open one). If it's $750 or more, you must have Signature Confirmation on the shipment.
You might want to send the buyer their tracking number, so that they can see for themselves that their own post office is saying that they delivered it. They should ask their neighbors or carrier to see if maybe someone else took it in for them. Your proof of delivery shows that your delivery obligation is complete. If your tracking shows delivered, you are covered. No worries.
Buyer can contact their PO and have them check the GPS coordinates to see where the item was delivered, and check with neighbors and family members.
Possibly their carrier remembers the package.

No you're not responsible to refund . I had a buyer last year say she never received her purchase,, even though the tracking number said it had been delivered giving the day and time . I wasn't quite sure what to do so I called E bay . They said since the tracking showed delivered I didn't need to refund. It turned out the package was delivered to her door but a bad storm had blown it off her porch and covered it with leaves .

Your post, while basically correct, should say that the buyer says that they never received the package unless you know for a fact that they did not.
