It is my understanding that we should only ship to the address attached to a buyers account. Is this still true?
I have a buyer in Italy that wants me to ship their purchase to Florida.

Seller should never change address that is shown on the EBAY order. If Seller changes the address...customer can file "item not received" and get the item for free. EBAY requires Seller to provide tracking# proving item was delivered to address shown on EBAY records (not a different address).
If customer wants item shipped to different address (you should cancel order and they can repurchase it using the correct address).

Yes that is true. Advise the buyer they can cancel the order and repurchase with the updated shipping address. Your sorry but once they click pay, it can't be changed.

Once the buyer pays through eBay, eBay will provide you with the buyer's shipping address. This is the same procedure that eBay has had since probably forever. You apparently have had more than 2,000 sales on eBay, so this shouldn't be news to you.
Your shipping policies indicate that you will ship to Puerto Rico and the United States. (You are also in the United States.)
If eBay provides you with a shipping address in Florida, you are obligated to send the item to that Florida address -- because Florida is in the United States.
BTW, your communication with the buyer should all be through eBay's messaging system.

Curious.
Florida is a state where there is a lot of 'freight forward' to other countries.
Wondering if buyer wants to use a 'freight forward' address in Florida...thus it goes to Italy.
I don't know the cost of the item...cheap or expensive...over $40.00?
Buyer or you would be paying shipping to Florida instead of Italy which is more expensive.
I would inquire more with the buyer on this.
A nice seller can get a 'repeat buyer'...I say this because you sell most items in the same category as I do.
Check buyer feedbacks and what they purchase.
NOT all buyers are dishonest here on eBay,
I usually take a photo of package with postage on it and send it to buyer in an email if it's an International Buyer.
I have changed the address a few times for cheapo items. I am always looking for 'repeat buyers'...my business plan.
Heck, times can be slow sometimes..and 'repeat buyers' can be good.
I have a 'repeat buyer' from the country of Kazakhstan...LOL

You need to ship to whatever address appears on the label when you print it out. Florida could be a FF address, and if that is what is on the label that is where you ship.

The address stated on the Payment the buyer submits. Buyers have the right to have an item shipped to different addresses other than their primary. I use to ship stuff to my kids at college or stuff to my mom. It is all allowed as long as the buyer has it on their payment notification to you.

Freight forwarders are never the problem, but the buyer might be. However shipping to a freight forwarder goes just fine the vast majority of the time.

This is the important distinction which yields the apparently conflicting replies in other posts: Has the buyer paid already?
If the buyer has paid, then you have to ship to the address that was attached to the payment. If that's not the FL address, then cancel so he can repurchase and then pay with the FL address attachd to the re-payment.
If the buyer has NOT paid yet, then as part of the payment process he can attach the FL address in place of the Italian one.
Also: Sometimes scammers will send address change requests, so you should check on whether this Florida request came from the original purchaser's ID.
