Shipping on listings not showing up correctly

Hi. I’ve had the same default shipping settings in business policies for months. My weights combine and I have a shipping discount set for free with the purchase of 3 items. My items weights aren’t combining and listings aren’t showing shipping discount. Started yesterday. Who do I contact?

If there are listings that should show that but are not please provide an Item Number.

Thank you for taking a look. The issue is with the listings that have multiple quantities, not combining weights or showing shipping promotion.
