Shipping error on listing say I don't ship to buyers state but I do!

I just had a potential buyer tell me they could not buy my item because I don't ship to their state - Ohio. Two days ago I had the same issue with the buyer saying they could not buy my item because I don't ship to NY. I live in the US and yes, I ship to any state in the US. I went in and looked at the shipping and everything is set up correctly.  I called Ebay and they couldn't tell me what was wrong and they couldn't fix the issue. They put a in request for someone to look in to the issue but said it could be several days before they know what the issue is. In the meantime, I am losing sales. Has anyone else encountered this issue and were you able to resolve it?

There are reports......

Usually it's either an issue with the buyers payment method or the buyer is lying. There is no way for any seller to block any of the lower 48 States.

The 1970s Dick Brewer poster doesn't have any shipping options set up.

Was that one of the items?

I just had the same issue today with a buyer receiving an error saying I dont ship to their state (yet we are in the same state!).  Turns out I had one of the package settings wrong. The length was set at a level that is outside the sizes that USPS will ship. I updated the values and relisted the item.
