I'm not sure if the buyer trying to scam me for a 3.99 item but it delivery on the 10th few day past buyer message me saying package arrived damage. I did not mentioned anything about the chain though. I double pack it and put it in a seal vac pack. I let him or her keep it not worth my if they hate it. I hope my fee return on ebay

Sounds like package might have gotten caught in one of the sorting machines at the Post Office.
Tell her to open a case. Then check return for refund and send postage.
When returned, refund her. You will get your fees back minus .30.
Or after she opens case, do not check you want it back.

The seller has 2 good choices and 1 bad choice. They can accept a return request and ask the item be returned and refund when it arrieves, or the can accept the return request and refund without asking for a return.
The bad choice is to ignore this and pick up a defect for an unresolved case.

I would say return for refund, and not send the label. Wait for them to open the return. It would make no difference if you send a label now or do it when they open a return. I also would BLOCK and not communicate anymore.
