Shipping Exclusions

Anyone know where they moved shipping exclusions to? I DO NOT want to ship to certain areas, as the shipping would be absurd for what I sell. Cannot find this anywhere in the listings page. 
I think I founda  general page for this, but it gives me nothing to change. There's a save button.. but nothing to save anyways as there's nothing to change. Not good ebay.

When I click that link, it brings me to the page to select the regions  I don't want to ship to. Do you get a different page?

Yes, the page I have posted as a picture in my original post. Very odd

Are you using business policies ?

If you do you would have to go there to add your exclusions.
