Ship Cover Insurance offered Only with USPS Ground Advantage

I shipped some small items yesterday and used the USPS Ground Advantage service for the first time.  It is automatically insured up to 100 dollars.  I went to add additional insurace and Ship Cover insurance was the only option.  USPS did not offer addtional insurance.  Did anyone else notice this?  I wonder why?  I have never used Ship Cover before but did yesterday.

That makes me angry because I just paid extra for insurance on Ground Advantage Package. My first time using this service and they said nothing about insurance automatically included.

Much better than Ship Cover is Ship Saver with lower cost and easier claims.
