Buyer asks for serial number before they consider purchasing. It is a Samsung phone, unlocked. Is it OK to give out?

I believe this is a same as they will call and lock it then after receiving it they will file a claim that the phone is unusable. If I remember right from reading about this in the past they also will return nothing or some other item.

Typically it is because they want to make sure it isn't on a list for stolen phones first.
Two things I've always recommended to sellers that sell items that have serial numbers. One: have one of your pics on the listing clearly show the Serial number. Two: In the ISBs [item specific boxes] label one Serial Number and put the serial number in the box.
This is helpful to the buyer and the seller. It puts the buyer on notice that the serial number is published on the listing, so Ebay is aware. Now a many buyers know that won't help you if a return is filed, but there are many that don't know that too.
But this is not likely a scam, but likely a buyer trying to make sure they aren't buying stolen goods.
