Is there a time limit set on offers we send out to people watching our items - or do sellers set the time limit for the offers in the message we send to potential buyers?
If we have one item to sell via an offer, can we send the offer to more than one person and the first one to respond gets the item or can we only send the offer to one person at a time?

Blind watcher offers are 48 hours, non adjustable. Also, you can only do it once per listing.
It goes to all watchers and is first come first serve.

I just wanted to add that the "send offer" also goes out to those who aren't even watchers, meaning people who just looked at the item. I'm a seller and I recently looked at some items for comparison (for something I am considering selling), and I got an "offer" to purchase. I never watched the item at all!

I've also received some offers on items I looked at but dd not add to my watch list.
And, When I send out offers I see that not all items have watchers.

I suspect it also applies to people who have clicked on the item, or those that put the item in their cart without watching it.

Once per listing, per watcher. I have the same listings coming up over and over again for me to send offers on as new watchers show up.

Thank you for the clarification. My post was not clear in that regard.
I only know this because about 5 items repeatedly have watchers and offers eligible, but nothing results of such. I've chalked it up to people doing research, and when I get tired of it, I just take the coin back to the B&M store and let them sell it.
