Sending offers to watchers

When I try to send an offer to those items that are watched, I get this message:

Is there a reason why I'm getting this message?

It could be that you've sent offers previously or that the watcher has been watching too long to receive one.

Mine is acting up as well this morning. Items keep popping up in send offer to sellers and then after I send an offer it will show up again 5 minutes later to send an offer.  same amount of watchers. some items that got watchers overnight im unable to send offers on.

That's not it, I send offers every 2 or 3 days and I get this sometimes.

My theory is the buyer is on the BBL... I know sometimes when I try to send an offer and it doesn't send, that's the reason.

I'm sure I'm not the only one that has their account(s) set to NOT receive offers.

Also, offers can only be sent under certain conditions related to when the buyer added the item to their watch list, have you sent offers previously to that buyer or as in my case I have selected in my preferences to not receive them.
