A buyer has requested an invoice for 3 items. He says bthe option to request an invoice is not available to him.

Sending invoices

Did the buyer put the items in the cart and request an invoice?

 

Sometimes the request invoice doesnt work.

 

The ways around this are for you to create 1 listing for all 3 items and the buyer can them purchase OR for the buyer to purchase all 3 items and you to do a partial refund.

Users of the mobile app do not have "request an invoice" available to them.  There is a list of other reasons why, even if the request is present in the cart, that the 'request an invoice' will throw an error message anyway.  For example, if one of the items has free shipping, if one of the items was on sale (discounted). one of the items was IPR, etc. etc.  Sometimes a seller can still send an invoice from the hub, but not always.  eBay seems to be doing their best to discourage combined shipping/invoicing as best they can at every turn.

     Not much detail so like others taking a guess at what may be the issue. Others already made a couple of suggestions I will add in another. If the buyer is international you are using the EIS program and they are the ones that send the invoice to the buyer. You would not be able to send an invoice and I am not sure the buyer has the ability to request one but they should have already received one anyway.

Ask them to try it on a PC, if they have access to one.   As said above, it is still not available on a mobile device.

There are several factors that will prevent a buyer from requesting an invoice through the shopping cart @dhsjr1968 .

 

Feature is available only on the website, not the app.

 

Feature is not available to international buyers selecting eBay International Shipping.

 

The items are accepted offers. Offers override combined shipping and each listing is handled separately.

If these are non-offer sales, I suggest setting up automatic combined shipping rules so there is no need to go through any of this.

 

Because I'm not sure which of these combined shipping barriers applies here, I'm not going to dive into details on each one @dhsjr1968 . If you can provide more info about the reason for the buyer's barrier then it will be easier to offer work-around solutions.

They sure do and it's so stupid. Being able to combine shipping is one thing you can do (or should be able to) on ebay that you often find you can't on other sites. You would think they would make it as easy as possible rather than throwing up roadblocks at every turn.

I have only experienced this with buyers who are using the mobile app.

 

I offer to refund a shipping discount. They take it. If that is not acceptable, neither is the buyer.

 

This tends to occur with items which are priced at my minimum sell price, so I have to say that I am less concerned than some others might be.

 

I wish Ebay would tell me when a buyer is using one of the mobile apps. Perhaps some other seller has found a tell and will share it.
