Buyer purchased the item internationally. Requested shipping price sent him an invoice with correct shipping prices. A few days later haven't received payment yet. Probably because the shipping would have been outrageous. Sent him a reminder. He messages me and Now buyer has changed shipping address to local and asking for another invoice with standard shipping but I don't have the option to send another invoice
what is the proper way to proceed with this?

TBH, I'm not sure you can revise an invoice you've already sent. Here's the instruction from the eBay Help Center: https://www.ebay.com/help/selling/getting-paid/sending-invoices-buyers?id=4139
However, I'm also not sure you want to do that even if you could. Just because the buyer responded back to you via Messaging and has now provided a US address to ship to, that's not good enough. You have to ship to the address provided by PayPal, and chances are, that's not a US address.
If I were you, I would cancel the transaction using the reason: "Problem with Address" and relist the item. Then I'd message the buyer saying that eBay requires you to ship to the address on record with PayPal so if he still wants the item, it has been re-listed and he needs to re-purchase.
However, before re-purchasing he needs to go into his PayPal account and make sure the address in his account reflects the US address he wishes to use for purchasing/shipment.
It looks like you offer Free Shipping to US addresses on most if not all your items. In that case, if the guy has a US address, there is no reason to send an invoice. You just ship to the US address provided by PayPal once you see the money from the purchase has been successfully lodged in your account.
What the guy does with the item in terms of getting it to him in another country after that, is his problem not yours. You are onlyrequired to ship to the address of record. Just make sure you include Tracking on the parcel so if there are any issues, you can prove delivery to the US address you were provided.

Yes, eBay makes it harder to find though.

If you cancel because of a problem with the address, you won't get a defect and that's the one you want to avoid.
Since the guy hasn't paid for the item yet, I would think the buyer wouldn't be able to leave any feedback, but there seems to be reports of incidents in the past when the buyer was able to anyway. Who knows what the current policy is, but even if the seller does leave you negative feedback, it doesn't count as far as eBay is concerned against your seller metrics.
Plus, you can always counter the feedback with a statement like: "Transaction cancelled due to problem with buyer's address" and leave it at that. Most people seeing that won't give it a second thought.
