Sending an Offer....Please help

How does an item become eligible to be able to send someone an offer?

I should know this...my bad.

It has to have watchers and the watchers have to opt in to receiving offers.

@namtrag1. Only fixed price listings can qualify.  The buyer needs to watch the item for at least 5 days OR have viewed the item at least 3 times.

Buyers have to allow promotional offers from eBay. 

You'll know an item is eligible when you see the send offer message on your active listing page
