I sold something to a buyer in a European country who wants to return it because they think it is defective(its not). They filed a claim with ebay and ebay wants me to send them a return mailing label even though the listing says "buyer pays" for international returns. I'm in the U.S.
Before doing this,
I need to balance the cost of the return label and the full refund I will have to give them versus just refunding all their money and letting them keep the item(my cost for the item is only about $20.00 US).
In any case, I've never had this happen before. Does ebay even have a mechanism that lets me send them a return mailing label from Europe to the U.S.?

its easy but be very careful
hit the return funds button and the magic email arrives for you.
copy and past this.however you want to do it,is fine
back out of the return and use the working email that you were paid with to send him money
above all else do NOT actually return any funds,remember,you are just email fishing
be sure to send it friends and family
no need to short the guy and start out on another wrong foot

I don't think you can send a return label.
Ya need to find out how much it's gonna cost, then send buyer the money through Pay Pal.

this is easy to remedy.....I have done it many times
you are required to send him money for return shipping
if your label cost you $20 to Europe that is the amount to return
even if you charged him 25 you can return the actual cost
do not get bogged down in rules intepretation
send him the money,post the screen shot or whatever to the return and you are done
any CSR will see that you have stepped up to the plate and mean business..that is what ebay wants...not delays

Why would you send it Friends & Family?
I've never used it, but what I've heard, you don't have any protection with it.
Buyer could get your money and decide the item isn't that bad after all, decide to keep it and the money.

You MIGHT be able to send a Return Shipping Label.
From here in Canada, I can buy USPS labels using Shippo which is the default choice for Canadian shippers.
(We can also use Paypal, CanadaPost's SnapShip, or postage stamps if we don't want to use Shippo.)
Shippo works with several postal services including Royal Mail (UK) so it could be worth looking into.
Hey, you might even get a discount!
A label is preferable to a PP Send Money because if the buyer doesn't use it fairly promptly, you eventually get your money back.
If the buyer uses your PP money for something else, you have to run a Dispute, which is annoying.
Speaking of annoying, you use Friends and Family to send to the already unhappy customer, because the usual Send Money will charge them a fee.

the customer is already upset,do not sweat the small stuff
the customer may have a conniption if he even thinks for a second that he`s being played by forking over some dumb international currency fees to the "man" ,let alone the 4.4 % fees
I am unsure just what there is to proove with using F&F with paypal
the object is to make the problem go away,not try and catch a buyer who is playing you
remember ,you are not refunding anybody yet
so what if the guy keeps your money and fades away...…...…..end of the problem for the measley cost of a return label.
you gotta do whatever works for you and your comfort zone, I prefer to be proactive and just put that return in the rear view mirror as fast as I can
yeah I know,,,always need to figure out the angles,cost of the item itself,cost of shipping ,might be the same cost as the item

What country?
Some Postal Services (Royal Mail, DHL, Australia Post, etc) allow you to purchase a label online.
Others don't.
Even if you can't purchase online, you can usually get a quote, at least.
