Is there anywhere I can see who I have sent coupons to?

Well, that depends on just how you sent the coupons. If you sent a coded coupon along with a packing slip, you can make a note of that fact every time you send a shipment. If you are talking about a public coded coupon, no, of course not. And if you post the coded coupon to a social media group, again, of course not....

So.....just what are you asking?

You've been sending out coupons without noting where they went, how much they are worth, or when they expire?

Today would be a good day to start. Even just a pen and a notebook would help.

sorry, when I see my list of orders, it says on the right side "send coupon" so I made one for a certain % amount,  and have sent it to some buyers, via ebay email I soppose! Now I am wondering whether to write a list of customers I have sent one to, or if I can see a list in my ebay somewhere.

well ebay seems to have a list of everything else I do, I was just wondering if these are listed anywhere,

it´s a wonder they don´t know what I am cooking for dinner tomorrow.

I send a coded coupon printed directly on my packing slip with many orders. I do not keep track of them, because they are of limited duration, and if the buyer uses the coupon, ebay will tell me that a coded coupon was used for the purchase. ebay does keep track of the coded coupon campaigns you launch, but that won't tell you who actually received a coupon. If it's important to you, keep a separate list.
