I recently sold a cellphone by auction. I clicked the buyers name and it showed their location as Ghana. I had selected the option of selling to USA addresses only when I created my account so I cancelled the sale (no payment had been made yet) and explained this to the buyer and for cancelation reason I selected "Problem with buyers address". The buyer then told me I would be shipping to a USA address, not Ghana, but I looked over their information and only found their location as Ghana. They still want the phone. Would their USA address show after payment and can I reverse the cancelation if they still choose to buy?

They are most likely using a freight forwarder, so the address would be in the U.S.

Yes and no.
- Yes... IF the buyer put a US address in before paying, it would show. You can only ship to the address on the order.
- No... you cannot reverse the cancellation, but you could relist and ship to the buyer's US address.

Yes, a buyer does not specify his shipping address until he pays.
No, I do not think you can reverse a cancelation.

It would go to a USA address and then to Ghana.
If you haven't made any sales in a month you won't receive the funds even if the buyer paid. So if you need quick money this won't happen.
The item would take rather long to get to Ghana and buyer might be impatient to wait so long.
I can't believe buyer can't buy a phone in Ghana.
Just my own opinion here, I think you did the right thing to cancel the sale.
And, not that it matters, I have never had a sale go to Ghana.
And, of course re-listing it the buyer might try to buy it again.
