Assuming regulations allow their sale at all, spices may be packaged in plastic bags, cellophane bags, foil packets, plastic jars, glass jars, paper boxes, metal boxes, or any other containers which will keep the spices dry and clean and help to retain their flavors and fragrances.

Are you asking how best to ship these? 

place in a plastic bag that seals, lightlu bubble that and slide into a tear-proof mailer of some sort.  Good luck!
