No matter how many times I slide the button to off it re-sets and re-lists. I am forced to manually end my sold items, in both my stores. CS assures me that if I get a "Bad Mark" from this problem they will remove. I have called the Customer Service Team( X3) and written in about the issue I am having in both of my stores for over a month. Each rep assures me that my problem is a "glitch" and that technical services is "working on it" Every time I slide it to off I also give unsatisfactory feedback on the page. I tried to contact @eBay for Business on Facebook but could not find their message button. Can anyone point me to help? My sales are down -dead so its not that hard, but in normal times, I know I would have ended items in my listings.

Fix price listings will ALWAYS relist unless you end them. That button is designed for the convenience of sellers that intend to restock an item. By using this feature, they can keep their zero quantity listings on the back burner until restock arrives and they don't have to create a new listing. It also preserves the "number available/number sold" that you see next to the quantity in the listing.

I Never had to manually end them from my active listings after they had been sold before. I sell one of a kind items so do not want them to relist. My issue is that I do not want to either keep my stock on back burner, nor have it relist in my store. This feature has always turned off in the past.
