What does it mean when it says that I only have 4 more sells for this month? I know there was a limit of how many thing I could list, but I didn't know that there was a limit of how many sales I have. I have a standard store and can list up to 1000 items. I am just confused what happens if I sell a lot in one month or go over "selling limit".

Signing up for a store subscription does not change your selling limit.

When I pull up my account it states under Monthly selling limits that I have almost reached my selling limit and only can sell 4 more this month. I am really confused. Will I be penalized for selling more than the 4 items? How are you suppose to sell 1000 items if there are monthly selling limits??

Did you check in the "learn more" field underneath your monthly selling limits?
You can request an increase as well, though I don't always recommend.

I did request an increase and it said I was not eligible at this time. It says they were increased on 9/24 but they were not. I have only sold 15 things so far this month. What happens if I go over the limit?

Having a store does not mean you can list that many items.
You, as a seller, have a limit.
The limit can be listings or dollar amount.
Once you reach that limit you can not list/sell anything else until the next month.
Getting a store with 1000 listings does NOT change your limit.

When a seller desires to increase their selling limits, they are allowed to request an increase once every 30 days. Mark your calendar and every 30 days request an increase until you have your selling limit well above anything you think you will ever need. Below is a link to where you can go to ask for a selling limit increase. It is the third option in the link below.

You can't. eBay will still allow you to purchase a "store subscription" even if you cannot use the number of listings. Hopefully, you did not pay for the YEARLY PLAN and you can discontinue the store until your selling limits are raised enough so it will be useful. If not, you owe eBay the monthly fee anyway.

like everyone else, you have to work your way up to 1000 items.

It doesn't matter how many you sell.
Your limits are based on the total amount you have listed and they go by items and dollar amount.
