There is a path you can take where you can contact eBay on Facebook. I am sure there will be another Great seller with the link to the Facebook for business that will post it for you. The CSR's on the phone will tell you anything that you want to hear just to get you off the phone. Facebook will be able to help you out. Best of luck to you.

You have not really given us much useful information to work with.
What was the issue that you had?
Did the buyer file a dispute? If so, Did you accept the dispute immediately, or did you ask eBay to step in?
Did you cancel a transaction? If so, what reason did you choose when you canceled it?
How did you refund the buyer? Did you refund as part of accepting the dispute? Did you refund as a result of eBay stepping in? Did you refund as part of the cancellation process? Did you refund on your own?
If you refunded on your own, how did initiate the refund and what reason did you choose?

Your last four feedback ratings say you did not ship multiple times. In addition, you canceled a sale because you didn't get the price you wanted at auction. That’s more than one transaction needing a resolution.
Plus, you have 25 items currently listed. So you have not been restricted on this account. Can you post the message eBay sent you?

Not enough information to help you.
