So I sold an item and in the description I said what didn't work with the item and then said it was in full working order. But the item was missing a peice (that didn't inhibit it from being used, even without you could use the full potential) and the pictures of the listing CLEARLY show that it's not there. The listing also said no returns accepted.
Am I allowed to not fulfull the buyers return request? I feel like it's on him for not clearly looking at the pictures

You are asking for trouble if you refuse. If the buyer files a SNAD claim then ebay will require you to refund
Any missing items not specifically listed in the listing are legitimate reasons to file a SNAD. If you fight the buyer on this you may very well receive a negative as well. If you do not accept the return, the buyer can escalate a case and you will also receive a defect.

@mewtwo Forget using the No Returns setting ... too many ways Buyers can get around that. Just set your listings that you accept returns, makes you look more confident in what you are Selling.
Accept the Return, Buyer can latch on to ANY discrepency and make it an issue and stand a good chance of winning a claim, period.
In the future, add For Parts Only in the Title, Conditions and Description. You can say it works and missing "non operational" parts or something but claiming for Parts Only may have helped you in this instance.

Expecting people to notice what ISN'T in a photo is just begging for trouble. If a part is missing, your description should state that.

That aside ...
You are "allowed" to refuse to accept any claim you want. But eBay will generally rule in the buyer's favor, and you will be forced to refund anyway and received a very damaging strike.
If there was a part missing, your description should have stated that. Selective omission does not protect a seller on eBay.
