I am posting this as a cautionary tale. We have been selling on Ebay for fifteen years. Nothing more than a way to make extra money and help facilitate our collecting hobby.
We sold a lot of toys to an individual who decided he was going to scam us and Ebay allowed this to happen.
Item was shipped and recieved, then began the harrasment for money back and or additional items. He then opened a return under false pretenses. We agreed to the return (because you really have no choice). Shocking the individual sends us a piece of a broken bike... Now as bad as this sounds the nightmare has only just began. Our feedback score was 100 percent positive for fifteen years! This individual was able to lie several times and leave negative feedback. After having Ebay service contact us no fewer than 5 times we were assured he wouldnt be getting his money back AND we can have the feedback removed.
I truly believed that Ebay would error on the side of a user who has done business with them for as many years as we have. NOT the case. They instead gave the buyer his money back. Stole my product and refuse to handle any of the conflict. We recieve condescending emails that are opposite of what is said over the phone. Please know that IF you are still selling on Ebay you are alone without support.

Customer service has been known to tell sellers what they want to hear to get them off the phone quickly. They have no authority and often bad training.
When a case is opened, it is not in the seller’s interests to refuse to refund and force eBay to step in. By doing so, a defect is leveled on one’s account.
But there are actions you can take to get your funds restored by eBay, if fortunate. You have some compelling circumstances to open an appeal and contest eBay’s ruling. Don’t let eBay open it for you as you need to do some footwork beforehand.
First, report this crime to the authorities: police in both jurisdictions, the USPS postal inspectors (It is a felony to use the mail to defraud.) , and online at the FBI’s internet crime complaint center at ic3.gov. Get case numbers and any report hard copies, if possible.
Now you are ready to appeal, uploading the crime reports to the case aling with other evidence. It shows how serious you take this matter. Good luck and i hope you prevail. Below is the link on how to appeal.

The INAD system is seriously flawed, and eBay has no way of knowing what you received back and that allows a buyer to do exactly what they did to you.
You can report the buyer, doesn't help you in this instance, but if they have been reported before eBay may take a look at buyer abuse and limit the access to the MBG.
Sorry this happened, it is always a risk when selling on line.

Theft and fraud is what you have described. file with law enforcement.
eBay is not law enforcement.

Try reaching out to e-Bay CS on social media.
Send a private message with Transaction numbers, a brief summary and your Seller ID. Outline you were told by e-Bay CS they would handle and advocate on your behalf.
Include your email/phone number to contact you. Good luck!
