Hi, buyer asking for cancellation and I'm nice enough to agree. But I am the one who ended up paying the cancellation fee? This is not right. If I am, the seller, who requested the cancellation, then I don't mind.

Is it right morally? No.
Is it right technically? Yes.
We have to play by ebay's or not play at all.

How much was this "cancellation fee"?

If you're talking about the $0.30, it's nothing new, been that way for years.

The person asking is in Singapore. The closes' thing we would have is the .30 transaction fee that would be still charged, when canceling sale at customer's request. Could be they have different fees then we do.

Not a "cancellation" fee. It is a "transaction" fee that applies, regardless. It is charged on every sale/transaction. Paypal charged a transaction fee as well.
You could call e-Bay and ask for a "courtesy" refund of the .30 cents. As a Seller, you only get so many courtesy refunds, so I personally would not use one on .30 cents, but ymmv.

Gosh, this just happened to my selling ID/personality today! For the first time in my selling experience, a buyer messaged me that she was watching several similar items and bid on mine when she really hadn't intended to do so. Ooops -- confusion can happen to anybody. So, while I was a little disappointed, of course, I said, "Sure, I can cancel that sale for you."
The info I got from eBay upon cancelling was something to the effect that eBay would refund to me the "variable" part of eBay's fee. So, I assumed the standard 30 cent flat fee that is charged on e-v-e-r-y eBay sale would stand. In other words, I was "out" 30 cents. Three thin dimes. Or six chubby nickels.
I mean, I am pretty broke, but I can afford 30 cents. If that's all eBay wants for cancelling the transaction, I am agreeable to paying that.
