So 4 days ago i paid for a t-shirt but i didn't meant to pay for it so i send a message that i wanted to cancel to pay for the item, and he send a request of canceling the purchase to me and i accepted it. I checked my paypal afterwards but no money was send back, that means he still got my money i paid for the item AND he can keep the t-shirt now because ITS cancelled. I send him another message thru ebay and told him to send my money back AND thru paypal but hes not responding.. Seems like he doesn't have time lol.. yes he does since this btc got time to place the item back on his page 2 days ago but he doesn't have time to try to send the money back? I am able to put a paypal claim on him in 4 days of time if he doesn't respond but this be taking too long for me

Obviously your the victim of some cavalier seller who isn't on hand to respond to you within your expected time frame.
Winston Churchill said it best. "It doesn't take all kinds, there just are all kinds."
I suggest you call eBay's experienced and helpful Customer Service Department and give them the whole story. On occasion, not often, it could take more than one call if in the rare instance you get a representative who isn't being helpful. They may be able to advance you the money prior to the seller getting to your issue. You will have to repay them eventually but it should help out. We all have bills to pay after the Christmas Holidays.

but what is the ''cancel an order'' option for then? does ebay not even think about that the seller keeping the money and they don't even have to send the item? and if i choose to put a claim on the seller, will they send my money instantly back or force to take it from the seller since i heard they really care about their users

Christmas & New Years and it's only JANUARY 4th.
Some people do have lives.
This must have been some extremely expensive purchase that the OP cannot wait another day or 2 to receive a reply to her message or a refund.

I am a bit curious at your "I paid for a t-shirt but I didn't mean to pay for it" - as a seller (or as just a person), I find that alarming and perhaps a bit dishonest.
If a refund was not issued as part of the cancelation process (and it always has been for us, so not sure why it wouldn't have automatically been issued), then contact eBay. If they don't or can't help, contact PayPal.
Might I suggest that next time you don't "purchase" something you have no intention of paying for - it wastes everyone's time.

tell me where i can contact paypal and i want didn't the item because i cant receive it on this adress BECAUSE im moving away from here in a couple days thats why i didn't want the item
edit: i did not look at the shipping time and it was 20 days im moving from here in 10 so why wouldn't i cancel the purchase and want a refund?

Perhaps you should have checked the seller's shipping/handling time BEFORE you agreed to purchase the item. If you have a new address, you might have been able to enter that into the purchase details.
Did you not put in a forwarding order at the P.O. for your new address?

If the seller officially cancelled—as in you received a notification from eBay—then check the funding source for the payment. That’s where the refund goes.
if you used a credit debit or gift card the refund went back to the card and it can take several business days to appear.

You can't open a claim until the last estimated delivery date has passed.

OP, you need to check your Paypal History as a refund is generated with the cancel. It won't show as a Paypal balance, it will be credited back to the funding source that you used for the purchase.
Since you said you only decided you did not want it due to your move, you would have had your mail forwarded anyway, so there would not have been a problem.
Sorry your haste caused this difficult situation for you; with all due respect, as you have seen, it is best to check the details before you purchase as it can cause troubles for both you and your seller.
Never rely on a cancellation to get you out of situations like this because cancellations should be rarely used if ever, and they can negatively impact your buying privileges. Sellers can block for them, as it causes extra work and takes the item off the market for the serious buyer. And a cancellation request is just that, a request, and the seller can decline or accept them. Ebay gives him three days to make that decision. Just some info that you might find helpful. Ebay also states before you bid or buy that you are entering into a legally binding contract to purchase the item, and has you confirm that as well.

Now you have to wait.
"If you (seller) approve the cancellation request and the buyer has already paid for the item, you have 10 days to refund the buyer.
If your buyer cancels a purchase, they can't leave you negative or neutral Feedback or low detailed seller ratings about the transaction."
