Seller account restriction due to high number of "Item Not received" rate

Hello! Today my account was blocked and the reason was given that due to high number of "Item Not received" rate:

"Please know that though your "Item Not Received" rate is in average region but it still high as compared to other peers who operate in same market as other peers have rate at 0.32%"

Above message I got from Ebay manager.  

To be clear my data is 0.8% which is still in Average rate in Service metrics scale:

Rate: 0.80% (Average)

• Total transactions: 251
• Not received: 2
• 2 / 251 = 0.80%

Does anybody knows how to solve the problem?

You need to make sure that you don't have any more Item Not Received claims. That is the only thing that will help. Until your rating is improved, you will probably be limited in how many listings you can have on the site.

You are not totally blocked, perhaps just limited. These are bot restrictions.  Hang in there. 

If the INR's are coming from use of a specific Shipping carrier, consider using a more reliable carrier if possible.

Yes, you are right! Firstly I saw message that stated "Your account is currently limited due to suspicious activity." I have posted 13 listings during a today.

I tried to solve the problem writing to support but they replied me that the problem in the INR.

So I have only two cases: 

1. USPS delivered item to their post office and buyer didn't want to go to pick up.

2. RoyalMail started delivery but lost it.

So I think Shipping carrier I used is not so bad)))

So do you think have I any chances to get my store back?

Hello. My account, which has 578 100% positive feedback for 13 years since July 2023, is also limited for this reason. I had only 2 INR files in 105 transactions and these packages were already delivered to their owners. I contacted eBay many times but they did not lift the sales restriction. They say the restriction is due to policy regarding service metrics and service standards. Some customer representatives say that this restriction is temporary, while others say that it is permanent. So they can't even give a definitive answer. After 1 year, defects in service metrics are reset. I hope the restriction will be lifted after that. This policy went into effect in July 2023 and because of this, ebay has restricted and continues to restrict thousands of accounts in the last 4 months. There is a lot of pressure on all sellers and sellers are in a difficult situation. In the long run, this policy will cause great harm to all sellers and therefore to eBay. Because no ebay seller can manage overseas shipping 10000 km away. Or there will always be malicious buyers. Just opening a simple and unfair INR file is enough to destroy the sellers' entire business.

I am restricter about 1.5 month since INR Ebay bot triggered. Having 97% positive , 0.14 % defects only account state Ebay bot restricted my account with 900 listings , were ended.

 September -August I ve had 4 INR and all of them were closed in my favour ( even though I refunded 2 cases when customer "moved his address " , withing that he opened INR and other customer package was delivered to apartemts locker not his mail , he opened INR anyway , tracking shows delivered - both this I refunded ) 

 No matter for Ebay - INR counted agaist me.

 Ebay left active 10% of my listings which I can not edit...

 I tried sell Ebay Poland as alternative on time being I restricted Ebay com, list 10 items but I confused because ones don't have any customers views 😕

 Who moved Ebay global as alternative and selling there, any tips , suggestions? Does it works? How VAT is working there? Which Ebay global is ok for start business?
