Seller Hub always gives me Error Message

Hi,  I've been buying on eBay for a few months, and I'd like to get started selling crafts. 
Two problems:
(1) Every time I click on "Seller Dashboard" or "Start Selling" it links to the eBay Seller Hub, and when I click "Get Started" it ALWAYS gives me an error message: "Looks like something went wrong. Please try again later." How much later? I've been trying this every day for the past week. 
(2) In my "Payments" I have the option to enter a credit or debit card, but no option to connect a bank account so that I can start selling. 
I am completely lost about this; please help!

Seller Hub always gives me Error Message

You need to attach your bank account to your ebay account, along with your SSN and ID.  You just can't start selling.  Sellers have protocols and requirements before they can sell.  They also have limits when they first start out.  Also if you have any sales, your money will be put on hold for 21 days so insure the transaction went positively for the buyer.
