Sell it faster - Promoted Listings Question

Recently ebay added the Promoted Listing option in listing page.  I have read the terms and conditions and I know that if someone clicks on the listing and buys it I will be charged on top of normal fees, whatever I set for the percentage of the competitive ad rate.  

 

My question is when reading through the terms and conditions I see Cost per clicking pricing.  Is that something that is different than what is on the listing page?  Surely I would not be charged lets say 10% (if I were to click that rate) every time someone looked at my item.

AFAIK cost per click is just that. It costs you every time someone clicks on your listing, whether they buy something or not.
Reality is the leading cause of stress.

I get that but is that 2 different types of promotions?  I guess when you are listing an item at the bottom of the listing page it shows the following below.  Does that go for the final sale you will pay an extra 8.1% or do you also pay 8.1% on each click?

2 different promotion programs.

 

You must determine which program you are participating in, or wish to participate in.
