Selected item not eligible to promote

Why am I having this issue ?

If you are trying to promote an item that Ebay has prohibited, they aren't going to allow you to promote it.  What are you trying to promote.

I am having the same issue from the myEbay experience.

Since I schedule my listings, I do not have the opportunity to promote instantly. Therefore, I have tried to return to the Active and use the correct "Promote Listing" and get the same message.

On the rare occasion that I instantly list (and usually that's by accident), the promotion is initiated on the "list it" action and is not a problem whatsoever.

I give this detailed accounting of this incident,because I am a programmer,  and wanted to give a snapshot of the processes that might have the hiccup.  I feel that is an important piece of this puzzle because a quick search of the error message  (like I used to get here), returns many results, spanning years of trouble.

My problem is that I'm trying to stop promoting under bulk edit, but when I select the promotions drop down it says they're not eligible for that feature. But they're already promoted so I have to go in and end the promotion individually! I have 700 listings to do!!
