Search Question using Newly Listed

Can anyone suggest a reason why the newly listed sort would not display things in the same order? I have been observing this, and it is NOT due to the multi listings of the same "vintage style" items from India or promoted listings. Seems "newly listed" should have a time related order, not shown on page 3 and then again on page 2..... Just wondering if the order is manipulated as well as what we are shown.

Are they those spammy promoted listings? They'll show up all over the place no matter how you have your search set.

Are they those spammy promoted listings?
No. An example would me item XXX shown on the list on page 2 of a search query between a Tiffany bracelet and a red ring. A refresh or pagination change may show the same item XXX between a silver dollar and a ring with a blue stone that may or may not have been displayed already.
