A buyer totally scammed me and got away with it. She purchased an item from my store (that was advertised as no return)and she received it promptly. At first she complained that the item was "irregular" and didnt fit. When i told her it wasnt irregular she decided to request a refund through the "Guaranteed return policy" and Ebay issued her a full refund from my account without forewarning.
Then I received a return package from her with a DISHRAG, not the item for which she received full refund. Ebay said i could file a report and they would look into it.
I tried to leave her negative feedback and they removed it.
Never heard back from Ebay, so i guess the rules favor the dishonest thieves in this site!!!
Any suggestions?

Here's another one of those cases that aren't supposed to be allowed to happen.

same here , ebay and paypal ... they hold your money up but they take their fees out first , 15 years and I have had it , buyer can say anything and ebay holds your money , when I'm the buyer though cant seem to get anything resolved , about done with them , 10 days to get a response and no matter what the situation they just hold your funds in limbo

You can file a mail fraud case through USPS.

Very sorry this happened to you. The timing of the events are backwards. If she managed to get a refund before returning the item, and ebay took your funds to refund her without your knowledge, you might be able to get a one-time reimbursement of your monies from ebay, since they did not follow the policy if things happened in the order you describe. I know of two sellers who have been able to get such a reimbursement. They don't take it away from the buyer, or asknowledge her wrongdoing, but at least you would be made whole. You would have to call ebay to register a complaint about the refund without a return.
I also had a couple of questions. Did this buyer open a Not As Described case against you? If so, did you respond thru the Resolution Center? My concern is that usually when ebay steps in to refund, the seller is given a serious defect on their account for case closed without seller resolution. But if all this happened outside of a case, your account shouldn't be penalized. Does anything show in your Seller Dashboard?
Another suggestion: Sellers haven't been able to leave negative or neutral feedback for buyers since 2008. You may need to brush up on policies because doing that was a violation that would be registered on your account. Also, if it were me, I'd revisit the pros and cons of having a more buyer-friendly refund policy, to try to avoid having a determined buyer from opening a NAD case in the future. It's totally your right to have No Refunds but the Money Back Guarantee overides a seller's position in that case.

Hi @suzie1123, while I am not able to discuss account specifics here on the boards, I also don't see a return related to the account you are posting from. Was this possible a case through PayPal or a chargeback the buyer filed? Or do you have another account this could be related to? I'm happy to look into this with you for options if you can give me some more details!

eBay credited the buyer back from my account and the buyer didn't return the item. I reported it and never heard back
so the Buyer got a full refund and never returned the item and I have to recourse
it happened last year under this account

I think from what you have said then it was a charge back through Paypal...not Ebay.
Were you charged a $20 fee?

With a refund given I presume without your knowledge or forewarning, and a fee added to that, It appears you had a chargeback that the buyer filed on Pay Pal. A buyer can go directly to Pay Pal and do this and Ebay's return process can be bypassed completely. It happened to me once this year. They do not contact the seller, they just go directly to Pay Pal. If you do not check your Pay Pal account frequently you may miss these open cases. If you do not respond to them within a given time frame, the case times out and the chargeback is granted by the bank, not Pay Pal. Pay Pal then adds the 20 dollar fee for the chargeback.
