Hi there! Well lucky for you I found the workaround! The reason it isn't working for you is because you are most likely using the new modern listing tool. Saving listings as templates is super broken in the modern listing tool. You need to switch back to the classic listing tool - here's how:
- Edit any listing (you aren't going to save the changes...just getting access to the "switch to classic" option)
- Go to upper right and if you see 3 dots stacked then you are in modern (this means saving a listing as a template is broken)
- Click the 3 dots and select - "switch to classic view"
- Cancel out and refresh your browser
- Keep in mind that you are now in classic mode
- However this is the only mode where saving a listing as a template works as expected
- Now try and save a listing as a template!

P.S. Don't forget to switch back to modern listing tool if you dig it. You can switch back using the prompt at the top of your screen when you create a new listing.
The drawback here is that you will need to keep bouncing back and forth between modern and classic until eBay fixes this in the modern listing tool.
