I am a small seller but was confused when I just sold something to someone in Washington State and the total wasn't correct for the sale and shipping cost. It wasn't until I went to print the packing slip that it listed a sales tax!
I don't understand how small sellers are supposed to collect a sales tax and then pay a state. I don't understand why a sales tax gets charged on a used item either!

YOU don't collect the tax. You don't even receive it. Ebay collects and receives the tax per Washington State law.
I'm sure someone will follow shortly with the link to the new tax laws - I can't seem to find it.

Ignore the sales tax - eBay is taking care of it for you.
And ALL sales are subject to sales tax in most, if not all states that have a sales tax. It doesn't matter if the items are new or used.

As a seller on Ebay it is SO IMPORTANT to read the emails that ebay sends out. When you ignore them, misunderstandings like this happen.
Here is a link to the announcement Ebay released and there are links in the announcement for more information. Also I would suggest that you click on the Option Button on the right side of the screen and Subscribe to announcements. That way you will get an email to announcements too. They can be very helpful.
