When getting ready to list an item I hit the "Sales Tax Table" link and I'm only offered America territories like American Samoa or Virgin Islands.
Is sales tax built in for every State? If so, is the tax rate on the buyers State? I sold to someone in California and the rate was 8%. In New Jersey it was 6%. In my State it varies on what city you live in.

You don't have to think about sales tax at all. eBay will collect it, based on the buyer's location, and will forward it to the buyer's state Do not set up any tax table.

Yes eBay is collecting Sales Tax for all States that have a Sales Tax AND a Marketplace Facilitator law.
If the buyer account shows the zip+4 they will be charged the local rate.

As a marketplace facilitator eBay is required to collect taxes from specific states. They set up the rates, collect and submit the tax. You don’t have to set it up.

If you're selling a $100 item and the tax is 9% which is $9 minus 13% = $1.17 loss or 1.17% of the sale price .
So add 2% to the price.

You are in Hong Kong so you would first need to understand how complex the US sales tax system is. There are over 12,000 different individual sales tax laws starting at the state level, for those states that have sales tax. There can also be city, county, parish.... additions to the state rate. It may also depend on what you are selling as some states, counties, cities........ tax different items at different rates. Some states also tax shipping and some do not.
For lower value items like you are selling it is a pretty small amount but about the best you can do is take an average. The most expensive item you currently have listed is $31 + $15 shipping so if the sales tax was 8% then sales tax would be $3.68. The fees on the sales tax in most categories would be 13.25% so the FVF on the sales tax would be $.48 so add $.50 to the price.

Starting in 2019, with the state of Washington, Ebay was responsible to collect and remit sales taxes. As the year moved on, more and more states passed the appropriate laws to make Marketplaces collect and remit taxes. By the end of 2020, all the states that have sales tax had passed the appropriate laws.
So in a nutshell you do not collect or remit sales taxes, the Marketplaces do.
