Where is the Send Offer feature?

I use the classic all selling page. I click on "active" listings and then it gives me an option to click on "send offer eligible" which then lists all listings with watchers, etc.

On the Seller Hub. You will see "Send offers eligible (number available)" Under Quick Filters.
You will only see something there if you have people watching items and if you have watchers that you have not sent an item to before.
